Is yahoo answers ruled by trolls?

Why is it every time I report a troll on this sight I get reported in return. Does anyone else find that it is not safe to report a troll here? If so what sense to have a system to report improper behavior if they can just tag you back? This may well be my last question here as I am getting fed up with getting nailed by trolls and guilty by ociation. Anyone else experience this?
