Who can I complain too about a company filling my taxes wrong.?

The person I hired filled out my taxes wrong. He "forgot" to include a T4 from my EI earnings. Is there any agency I can complain too about having this guy investigated about improper business practices? I am very mad with him, it took me 2 weeks to track him down and I contacted CRA to find out if they even had my taxes (they didn't, I had to fax it to them). I am incredibly mad with this individual about not filing my taxes and then filing them incorrectly. I want to know if there is a government agency that deals with complaints of this nature or anybody that will investigate him.
