Does improper shutdown causes curruption in system files?

i am using windows xp and the problem is that power cut is very common in our area. I have just installed windows xp and i want to know if improper shutdown due to powercut leads to curruption in system files. If yes, tell me how to save my system from getting currupted. By the way i cant buy any ups as this is some sort of village and ups aint available. Any software which protect system files
